The treaty is in duty bound to settle a number of essential problems, said President Vladimir Putin:

to vouch for safe passage of Russian and Ukrainian merchant vessels and warships through the Kerch Strait;

to stress the inland status of the Sea of Azov, and provide a situation in which its entry by warships will be ruled out without Russian and Ukrainian authorisation;

to provide normal conditions for bilateral partnership and the population's life in the area.
