“Please accept my warmest congratulations on the successful completion of the Loya Jirga and adoption of Afghanistan’s new constitution.

“I am convinced that this basic law will benefit your country’s further progress as a peaceful, independent and prosperous state living in harmony with its neighbours and the rest of the world.

“I can firmly promise that Russia will continue to render all-round support to your interim administration in the interests of peace and stability in Afghanistan, its effective economic development and growing prosperity of the Afghan people.

“I personally wish you, members of your administration, and all Afghan people further success in building a new Afghan nation.”
