President Vladimir Putin sent a message to Shanghai Cooperation Organisation (SCO) Secretary-General Zhang Deguang following the start of the SCO Secretariat's work

The message said, in part:

“It is of crucial importance that work on the structure of the SCO was completed in an unprecedentedly short period of time. I believe that is evidence of the right principles of equality and consensus that have laid the foundation of the organisation, and of the determined desire of the member countries to turn the SCO into an effective instrument of multi-faceted cooperation in the interests of peace, stability and wellbeing of our peoples.

“I am confident that the historical role of the SCO is to become a transcontinental bridge linking Europe and Asia. Its destiny is predetermined by the unique geopolitical situation of the SCO member countries, the SCO philosophy of respect for all cultures, religions and traditions, openness and determination for broad international cooperation.

“The Russian Federation is ready to do everything possible to ensure the SCO’s steady strengthening as a crucial element of regional and global security and development based on multilateral approaches.”

Foreign Minister Igor Ivanov delivered the message during an official ceremony for the start of the SCO Secretariat’s work on behalf of the Russian President.
