The decree froze all funds and other financial assets and economic resources of Osama bin Laden, Al-Qaeda and Taliban members, and other persons, groups, enterprises and organisations connected with them.
It banned these persons from entering or traveling through Russian territory. It also banned the direct or indirect supply, sale or transmission of dual-capable goods and technologies and spare parts to them by Russian citizens and the rendering of technical advisory services or help connected with military activity or organisation of training in the area concerned.
The measures stipulated in the document did not apply to the aircraft of Ariana Afghan Airlines or its funds or other financial resources.
