Innovative forms of social welfare need to be introduced more actively, the President noted. It is no longer sufficient to mechanically increase financial investment in the social sphere, but it is important to noticeably raise the quality of services which it provides to citizens.
For this, it is necessary to modernise the mechanism of financing the social sphere. Money should be given to social institutions not just because they are listed in the budget, but because they provide specific people with services of the necessity substance and quality, the President stressed.
