The President noted that the local authorities bear responsibility for developing the infrastructure in small towns and in rural areas. The government must work, however, with the regions to create a system of relations between the budgets at all levels that will encourage and help the local authorities achieve more effective development in their territories.

There is already a foundation upon which to build and work in this area – the new legislation on local self-government and the municipal authorities’ increasing independence.
