In his opening address, Mr Putin said that it took major expenditure and concentrated effort at all administrative levels to settle rural social problems. He stressed that economic development was the main vehicle of such settlement.
The President highlighted retraining of rural personnel, promoting the development of market relations, and progress in the social infrastructure—health services, education, communications and transport—among the principal fields of work.
