President Vladimir Putin chaired a joint meeting of the Security Council and the State Council Presidium to discuss the development of the national innovation system

Mr Putin said that innovation policies should not boil down to government support of a limited number of R&D projects or economic branches.

Innovation demanded new patterns of government and corporate management, and new principles to base the relations of science, business and the state on, with competence, responsibilities and risks shared at every stage of the innovation process from a scientific breakthrough to the end product.

Innovation envisaged a relevant infrastructure including all necessary managerial, legal and institutional elements.

It also demanded adequate incentives for scientists and research teams.

Mr Putin said that he had signed a decree entitling scientists and designers to 20,000 rouble monthly grants for outstanding contributions to arms and military technical R&D.
