The President said that budget-funded institutions should receive budget money for the results they produce and not simply for the fact of their existence.
This also concerns educational establishments. Mr Putin said that if a university or institute fails to attract enough students then it should not receive budget money simply for the fact that it exists.
The President stressed the need to change the approach to financing the education system in Russia, adding that this is a practical question that will be dealt with by the government in the near future.
