President Vladimir Putin sent a message of congratulations to Bulgarian President Georgi Parvanov on the republic's national holiday, the Liberation from the Ottoman Yoke

March 3, 2004

The message said, in part:

“I am satisfied with the development of Russian-Bulgarian relations in accordance with historical traditions. We have developed political dialogue, achieved some practical results, and created an environment for cooperation, which is based on respect, trust and each other’s interests.

The high-level meetings of 2003 provided new momentum for Russian-Bulgarian cooperation in all spheres. We signed several agreements and a joint declaration on strengthening friendly relations and partnership, which would be guidelines for further development.

Joint celebration of the 125th anniversary of diplomatic relations between Russia and Bulgaria will, undoubtedly, help our constructive cooperation.

I am sure that Russian-Bulgarian relations will be developing for the mutual benefit of our countries and nations, and on behalf of peace, security and stability in the Balkans and on the European continent.”
