President Vladimir Putin met with Ella Pamfilova, head of the Presidential Commission on Human Rights

March 3, 2004, Novo-Ogaryovo

Mr Putin asked Ms Pamfilova about the return of displaced people from Ingushetia to Chechnya.

The position of temporary migrants returning to Chechnya is in general favourable, but some problems still exist, Ms Pamfilova told Mr Putin.. The main problem is compensation payments, because not all of the regulatory documents have been prepared yet.

Mr Putin noted that he had heard of a situation where people returning to Chechnya were not provided with accommodations, and asked if it was true. Ms Pamfilova said that there were more than 300 vacant spaces, and all was ready, but there were still problems with water supplies.

A lot of controversial information from different agencies hinders solving the problems of displaced people, Ms Pamfilova said.

Ms Pamfilova reported to Mr Putin that the commission had prepared a detailed report describing the situation.
