The President warned the Government of delaying reforms at ministerial level. “Reducing bureaucracy of the Government itself must not clog up work at a lower level,” he said.

Vladimir Putin called on the Cabinet of Ministers not just to carry out economic reforms, but also to clarify them. He charged the Government without delay to begin coordinating decisions with the State Duma in the economic sphere, particularly on issues of taxation, which were passed at the joint board of the Finance Ministry and the Ministry of Economic Development and Trade.
