President Vladimir Putin chaired a meeting with senior security officials in the Southern Federal District

Mr Putin and the security officials discussed measures to assure law and order, public safety, and the struggle against crime and terrorism.

At the meeting, President Putin said ministry personnel should be competent at following the new procedural legislation. Increased requirements should also be set for the professional training of personnel.

The President said now that the Internal Affairs Ministry was empowered to tackle tax crime, it had more opportunity to fight it. But the police should not allow themselves to be drawn into corporate conflicts or disputes between firms. Such interference is demoralising for personnel and makes their work less effective.

The President mentioned a number of shortcomings in the ministry’s work: low quality of in-house statistics; reluctance to open criminal cases; doctoring of statistical records; and large numbers of unsolved crimes.
