President Vladimir Putin took part in a board meeting of the Federal Service for the Control of Drugs and Psychotropic Substances

March 30, 2004, Moscow

There is a stable and vast drug trafficking network in Russia, which is a serious threat to the country’s security, Mr Putin said at the board meeting.

President Putin stressed that in the current situation, a comprehensive approach was needed to effectively fight illegal drug trafficking. Educational, medical and law-enforcement measures should all be used for this purpose.

The President said that the elimination of the drug mafia’s financial base and ramified drug trade networks was a priority. It is also necessary to provide accessible treatment and rehabilitation for drug addicts.

A major task is to stop drug trafficking via Russia. With this aim in view, the President deemed it necessary to develop effective cooperation with Russia’s partners in the Collective Security Treaty Organisation and the Shanghai Cooperation Organisation.
