Meeting with the government, President Vladimir Putin said that social reforms should be very thoroughly prepared. These reforms should be implemented in a way that does not leave pensioners and those entitled to benefits any worse off, Mr Putin said.

The President noted the particular social and economic importance of housing and road construction.
