The first task is consistent realization of the requirements of the Law “On the common principles of organization of legislative (representative) and executive bodies of state power of subjects of the Russian Federation”, which establishes the principles and procedure for restricting authority between levels of power and their resource supply.
A contiguous task is to correct federal and regional legislation in order to bring it into line with new principles of federal relations and local administration, and with the new financial and economic conditions of functioning of federal, regional and local authorities.
It is also very important how administrative reform on the regional level develops. The effectiveness of realizing the powers of the federal state in the territories depends on this. President Vladimir Putin said it was unacceptable for superfluous functions that have already been liquidated on the federal level to be maintained in the regions.
He noted that the effectiveness of state administration is determined by a clear understanding from levels of power of their own obligations and the use of the most optimal models of their interaction.
