In his message the Russian head of state expressed his views on the prospects of bilateral cooperation as well as the situation on the Korean peninsula.
The message was delivered by Russian Foreign Minister Sergei Lavrov who paid an official visit to the Republic of Korea on July 3–4, 2004.
