Vladimir Putin announced at a session of the Council of Legislators that the administrative reform was a priority for achieving the set objectives. The state will aim to balance the work of the entire system of power so that is corresponds to the principles and norms of a federal state, in particular, in the taxation sphere.
The fair distribution of financial resources between the centre and the regions will allow the latter to use their own resources in full for development purposes.
Vladimir Putin said that the practical implementation of these principles would only be possible with good and balanced legislation, and that regional and federal legislators were largely responsible for adopting it.
