Over the last two years, the President has received more than 2,000 letters on the status of the Russian-speaking community in the Baltic states

The letters’ authors are generally happy with the measures taken by the Russian Federation to settle the problems of Russians in the former Soviet republics, but at the same time they note that Russian speakers still face difficulties in the Baltic states, above all in Latvia and Estonia. Difficulties cited in the letters include problems with obtaining citizenship, restricted rights for non-citizens in employment and education, and a discriminatory policy towards the Russian language.
