Only free citizens can be central figures in modern society

January 21, 2005

Completing his work at the enlarged meeting of the board of the Russian General Prosecutor’s office, the President responded to excerpts from a report by General Prosecutor V. Ustinov, who quoted a Russian literary classic. The essence of the quote was that the main figure in Russia is the policeman.

In modern society, in the modern state, at any rate one that expects to have a future and wants to have a future, the main priority and the main figure is the citizen – a person who is absolutely liberated and free regardless of where he lives and what he does, a person who feels capable of realising his best qualities, a person who is free, but at the same time is certain of the solidity of state institutions.

“We are a long way off from solving this task, but I am certain that we are capable of solving it,” Vladimir Putin added.
