The President discussed with Ella Pamfilova an experiment to introduce special legislation for minors in Russia

February 7, 2005

The head of the Presidential Council for Assisting the Development of Civil Society and Human Rights Institutions, Ella Pamfilova, informed the President about an experiment to introduce juvenile legislation into general jurisdiction courts in a number of Russian regions. According to experts, the experiment was successful, and a reduction of crime of 10–15% was noted among minors.

Pamfilova believes that this justice system could become an effective element of child support policy in Russia. She asked the President to support the proposals of the Council directed towards introducing new methods of justice for minors.
