President Vladimir Putin met with Russian human rights Ombudsman Vladimir Lukin

Mr Lukin informed the President of cases of human rights violations linked to the implementation of the law replacing social benefits with cash payments and asked Mr Putin to pay attention to the situation of the people who were involved in the 1986 Chernobyl cleanup operations.

Among the problems Mr Lukin cited was the increased charges for housing and utilities services in a number of regions in the run up to the new Housing Code coming into force.

Mr Putin and Mr Lukin also discussed the progress of the investigation into the events in Blagoveshchensk (Bashkortostan). The President stressed that the investigation should be carried out in full.

The meeting also touched on the problems facing regional media outlets. Mr Putin spoke of an instruction to the government to draw up a system of measures for supporting the regional media and asked Mr Lukin to take part in overseeing how the instruction is carried out.

Mr Lukin also presented Mr Putin with his annual report on the human rights situation for Russian citizens.
