At the meeting, there was discussion of development problems of small and middle business, developing draft laws on natural resources.

Vladimir Putin charged the Government with returning once more to the issue of creating conditions for the development of business. The President criticised the existing system in Russia for registration of small and middle businesses.

The Minister for Trade and Economic Development, German Gref, informed the President that the draft law on mining would introduce the right to federal ownership of all natural resources and clearly restricts the authorities of levels of power to control areas of where natural resources are located.

In the new law on natural resources, Mr Putin proposed to prescribe mechanisms to protect the rights of citizens living on territories where works are being conducted.
