Vladimir Putin presented the Annual Presidential Address to the Federal Assembly

April 25, 2005

For Russia today, the values of democracy are no less important that the aspiration to economic success or social prosperity of people.

Only in a free and just society does each law-abiding citizen truly have the right to expect reliable guarantees of law and state protection.

These values determine the aspiration to a growth in Russia’s state independence, and the strengthening of its sovereignty. We are a free nation. And our place in the modern world will only be determined by how strong and successful we are.

These values should be reflected in daily practice and be implemented in at least areas: firstly, measures to develop the state; secondly, strengthening the law and developing the political system, increasing the effectiveness of administration of justice; thirdly, development of the individual and civil society as a whole.
