The objective of delimiting powers between the different levels of state authority is to form administrations able to achieve economic growth

The country needs to move to a new stage in building federal relations based on giving the regions a greater part in achieving economic development, President Vladimir Putin said at a meeting of the State Council Presidium on increasing the role played by the regions in pursuing the country’s social and economic development objectives.

Although considerable progress has been made in delimiting powers between the different levels of public authority, a number of local government organisation issues remain to be settled.

The President stressed that hasty decisions that could destabilise the state management system must at all costs be avoided.
