The telegram reads, in particular:

“It is with great sorrow that we have learned of the passing of His Majesty King Fahd bin Abdul Aziz Al Saud of Saudi Arabia. This is a great loss for the Saudi people. This death represents the passing of an authoritative leader, a genuine national leader who guided the Kingdom of Saudi Arabia’s development over many years. Thanks to his personal effort, Saudi Arabia has achieved significant success and has considerably strengthened its international position.

We in Russia will always remember His Majesty’s contribution to developing relations between our two countries – relations which in recent years have reached a new quality.

I express my sincere condolences to you and also to the entire royal family and the people of Saudi Arabia.”
