At a meeting with the presidential plenipotentiary envoys to the federal regions, Vladimir Putin noted that the development of social infrastructure should increase the opportunities and the responsibilities of local authorities. Such an approach corresponds to the letter and spirit of the updated legislation on local self-government.

Thus the regions and municipal structures should realistically evaluate their readiness for the entry into force of Law 131 (On the General Principles of Organising Local Self-Government in the Russian Federation) and operate in compliance with the objective situation on the ground.

The transition to a new system of municipal management has been planned several years in advance. The President emphasised that a lot of this work depends on the presidential plenipotentiary envoys in the federal regions.
