According to Alexandr Chekalin, the attack on the capital of Kabardino-Balkaria is related to a group of insurgents that were cornered on the outskirts of Nalchik

The Deputy Minister of Internal Affairs, Alexandr Chekalin, reported to the President that on October 11, internal affairs agencies uncovered a hiding place containing up to 500 kilograms of explosives. The subsequent operative and search operations found a group of 10 people who put up fierce resistance.

Alexandr Chekalin said that the bandits' attack on law-enforcement structures in Nalchik was part of the terrorists' plan to deflect attention from this group, and enable them to get away.

The Deputy Minister reported that during the operations to rid the city of armed insurgents, law-enforcement agencies cooperated on the basis of the President's decree on creating groups of operational management. In his words, this system worked quickly and faultlessly.
