At a meeting with Cabinet members, the President noted that it was necessary to attentively oversee the transition to the new system of self-government. The President emphasized that all the details should be examined, and that nothing should be left out.

The President also said that setting rates for housing and communal services is one of the major issues. The proposition is that the maximum rates for housing and communal services will be established by the government, and that the regions will be able to set rates within these limits.
