In his decree the President dismissed First Deputy Foreign Minister Valery Loshchinin from his position and appointed him Permanent Representative of the Russian Federation at the United Nations and other International Organizations in Geneva, Switzerland and also Permanent Representative of Russia at the Conference on Disarmament.

Leonid Skotnikov, who had previously held this position, was released from his duties because he was transferring to another job.
