”I congratulate the employees and veterans of the Ministry of Emergencies of Russia on the Day of the Rescuer and the 15 th anniversary of the department's creation.

Over the last few years your department has become a multipurpose, high-tech and flexible system capable of reacting effectively to emergency situations and natural disasters. Hundreds of thousands of people both within Russia and beyond its borders are grateful to employees of the Ministry of Emergencies for the competence, responsibility, courage and efficiency which you invariably demonstrate when fulfilling your professional duty.

Today we are faced with further improving activities in important areas such as monitoring, providing advance warning of emergency situations, and training the population with respect to basic life skills. It is necessary to implement effectively a large scale programme of governmental supervision in the field of civil defense, fire safety, and protecting people and territories from emergency situations.
