The federal law establishes the subject for parliamentary investigation, the basis for its activation, the basic provisions concerning the procedures according to which it will be carried out, and also the duties of officials and citizens who are taking part in the parliamentary investigation.

According to the federal law parliamentary investigations will be conducted in cases of flagrant or mass violations of human and civil rights and liberties guaranteed by the Russian Constitution and also in the event of emergency situations arising from natural or technological accidents.

In order to investigate the given facts and circumstances the chambers of the Federal Assembly of the Russian Federation creates on principles of parity an investigation commission which will function during the investigation period and be dismissed after its tasks are completed.

The federal law provides that it is the duty of the officials to give the commission the required information (documents, materials), and also the duty of officials and citizens invited by the commission to come to its session and to provide all necessary explanations of the facts and circumstances under investigation by the commission.

According to the results of the parliamentary investigation the commission prepares the final report, which is confirmed by the chambers of the Federal Assembly of the Russian Federation and sent to the President of the Russian Federation and to the Government of the Russian Federation. After this the parliamentary investigation is deemed to have been completed.
