President Vladimir Putin signed the Federal Law “On making Amendments to Article 18 of the Federal Law 'On General Principles of the Organisation of the Legislative (Representative) and Executive State Power Bodies of the Russian Federation' and to the Federal Law 'On Political Parties'”

The Federal Law was passed by the State Duma on December 19, 2005, and was approved by the Federation Council on December 27, 2005.

The Federal Law’s objective is to increase the role played by political parties in the formation of the state power bodies in the Russian regions.

Under the Federal Law’s provisions, the political party whose list of candidates, following elections, has received the greatest number of seats in the regional legislative (representative) assembly, is entitled to initiate examination in the said assembly of proposals to the President of the Russian Federation on a candidate for the highest state office (the head of the highest executive state power body) in the region.

The political party’s proposals must be put to the regional legislative (representative) assembly and, if they receive the support of the majority of the assembly’s elected representatives, are sent according to the established procedures to the President of the Russian Federation.
