The telegram reads, in particular:

“It is with deep sorrow that I learned of the passing of His Majesty Jaber al-Ahmad al-Jaber al-Sabah. This is a great loss that marks the departure from this life of an influential leader, a national leader who set the course for Kuwait’s development over many years. Through his personal effort Kuwait attained outstanding success and considerably strengthened its international position. Russia will always remember His Majesty’s contribution to building up relations between our two countries, relations that have been developing successfully over recent years.

I express my sincere condolences to you, to all the as-Sabah family and to the friendly Kuwaiti people.”
