The President signed the Decree “On Counterterrorism Measures.”

A National Antiterrorism Committee is being established with a view to improve governmental management in the field of counterterrorism. Antiterrorism commissions are also being established in the regions of the Russian Federation.

The director of the Federal Security Service (FSB) of the Russian Federation will head the Committee. The Committee shall also be composed of deputy head of the Presidential Executive Office, Presidential Aide, deputy director of the FSB, deputy heads of the Federation Council and the State Duma, Chief of Staff of the Government, heads of the following ministries: Interior Ministry, Ministry of Civil Defence, Emergencies and Disaster Relief, Foreign Ministry, Ministry of Public Health and Social Development, Ministry of Information Technology and Communications, Ministry of Industry and Energy, Transport Ministry, Justice Ministry, and director of the Foreign Intelligence Service, director of the Federal Guard Service, director of the Federal Service for Fiscal Monitoring, head of the General Staff, first deputy Defence Minister, and deputy secretary of the Security Council.

The Committee shall serve as the organization that coordinates the activities of federal, regional and municipal agencies in the counterterrorism field and prepares the corresponding proposals for the Russian President.

The Committee's primary functions are: a) preparing proposals for the President concerning the formulation of state policy in the counterterrorism field and improving existing legislation in this field, b) coordinating the activities of the federal agencies and the antiterrorism commissions in the regions of the Russian Federation in the counterterrorism field, c) organizing their cooperation with regional and municipal law enforcement agencies in the regions, and with public associations and organizations, d) developing measures to prevent counterterrorism and to eliminate the causes and conditions that foster terrorism, including measures to ensure the security of potential terrorist targets. The Committee takes part in international cooperation in counterterrorism, including in preparing drafts for Russia's international conventions in this area.

The Committee also prepares proposals concerning the social protection of people involved in the struggle against terrorism and the social rehabilitation of people who have suffered from acts of terrorism.

The Committee has the right to make decisions with respect to organizing, coordinating, improving and evaluating the effectiveness of the activities of the federal agencies in the counterterrorism field, and also to supervise the execution of their activities. The Committee has the power to request and receive necessary materials and information from federal, regional and municipal bodies of state power, public associations, organizations and appropriate officials, and also to create working groups to study questions relating to counterterrorism. The Committee can involve appropriate officials, experts from state bodies of power and, having obtained their consent, representatives from public associations and organizations in this process.
