President Vladimir Putin introduced to the State Duma for ratification the Treaty on the Legislative Foundations of the Eurasian Economic Community and on the Procedures for their Development, Adoption and Implementation

The Treaty on the Legislative Foundations of the Eurasian Economic Community and on the Procedures for their Development, Adoption and Implementation (hereafter referred to as the Treaty) was signed in Astana on June 18, 2004.

The Treaty was signed in accordance with the Agreement on the Legal Provisions for the Formation of the Customs Union and the Common Economic Space of October 26, 1999, and the Treaty on the Founding of the Eurasian Economic Community of October 10, 2000.

The Treaty defines the status of the legal foundations of the Eurasian Economic Community and draws up a common set of procedures for their development, examination, adoption, amendment, suspension and cessation of effect.

The aim of concluding the Treaty is to create the international-legal foundation required for carrying out a coordinated legal policy and giving the Eurasian Economic Community a legal system that will facilitate the development of integration-based cooperation within the community.

The legal foundations of the Eurasian Economic Community are the legal acts that set common rules and regulations for the Parties in basic areas of relations and are adopted through the conclusion by the Parties of the corresponding agreements.

The Treaty has been introduced for ratification on the basis of point ‘G’ of article 84 of the Russian Federation Constitution and in accordance with the Federal Law On International Treaties of the Russian Federation.
