The President’s telegram reads in particular:

“It was with sorrow that I learned of the barbaric bombings that took place on April 24 in the Egyptian town of Dahab, bombings that have taken lives and caused suffering for many people of different nationalities. I express my sincere condolences to the families of those who lost their lives and my sympathy to all the victims of these attacks.

I resolutely condemn this terrorist act for which there is no and cannot be any justification. I reaffirm Russia’s steadfast solidarity with Egypt in the fight against terrorism and our determination to coordinate efforts to make a joint response to this direct threat to the international community.”
