The federal law ratifies the Prisoner Transfer Agreement between the Russian Federation and the People’s Republic of China signed on 2 December 2002 in Beijing.
The Agreement was developed in view of the Russian Federation’s legal practice and international standards, including the UN Model Agreement on the Transfer of Foreign Prisoners adopted in 1985.
