The decree reads:

“Following the decision by the parliament of the Republic of Montenegro to declare the independence of the Republic of Montenegro based on the results of the referendum held in the republic on May 21, 2006, [the Russian Federation] henceforth recognises the Republic of Montenegro as a sovereign and independent state.

The Russian Federation Foreign Ministry shall hold talks with the Republic of Montenegro on establishing diplomatic relations at ambassador level and on transforming the Russian Federation Consulate in Podgorica into the Embassy of the Russian Federation in the Republic of Montenegro with the agreements reached to be drawn up in corresponding documentary form.”
