The federal law was brought before the State Duma by the government of the Russian Federation.
The convention determines the international requirements for seafarers’ welfare in view of the unique conditions of their work and the long time they spend at sea, and are intended to improve seafarers’ working conditions and protect their health.
The convention is subject to ratification according to the Charter of the International Labour Organisation and the federal law “On the International Treaties of the Russian Federation.”
