Based on Article 102 part 1 d) of the Constitution of the Russian Federation and in accordance with the federal law “On Fighting Terrorism” I put before the Federation Council the proposal to give the President of the Russian Federation the right to deploy Armed Forces and special forces units outside of Russian borders to suppress international terrorist activities in accordance with the legal acts of the Russian Federation and with a view to defending the human rights and freedoms of people and citizens, Russia’s sovereignty, independence and territorial integrity, the document reads.
