The law provides the basic conditions, procedures and transition period linked to forming a new region in the Russian Federation, the Kamchatka Krai, as well as its status and borders. The new region will be in effect as of 1 July 2007.

The transition period will last from the day the law enters into force until 31 December 2008 and during this period the government agencies of the new region of the Russian Federation should be established and other issues should be settled.
