Addressing a session of the State Council Presidium, President Vladimir Putin noted that the division of powers between the federal and regional authorities is a reality today. Mr Putin said that the main task now is to help the regions exercise their powers more effectively. This means above all achieving effective management of financial, material and human resources.

The President noted that existing mechanisms in the regions are not always focused on concrete results and are sometimes based on outdated management techniques. Mr Putin said that this creates a situation where the existing network of social institutions no longer meets people’s needs and the mechanisms for the regions to exercise their powers are in urgent need of improvement.
