The message reads in particular:
“I thank you for the efforts made to settle the situation regarding the Russian servicemen seized in Tbilisi. Russian Foreign Minister Sergei Lavrov informed me about how closely you worked together in obtaining the liberation of the Russian officers.
I have also been informed of your readiness, in your capacity as chairman-in-office of the OSCE, to offer your services as an intermediary in relations between Russia and Georgia. I appreciate this offer. At the same time, however, I think that the OSCE should concentrate its efforts at this moment on encouraging the Georgian leadership to make cardinal changes to its policy of building up tension and preparing a ‘solution’ to the conflicts between Georgia and Abkhazia and Georgia and South Ossetia based on force.
It is our view that the international community can no longer ignore the irresponsibility of the Georgian authorities. I hope that the current chairmanship of the OSCE will take a principled position on this matter.
I am certain that if the OSCE does take such a position, it will help to strengthen the organisation’s authority and give it greater importance in resolving international security issues.”
