President Vladimir Putin made this statement at a meeting with the Government Cabinet and said that the nuclear test has dealt a huge blow to the non-proliferation of weapons of mass destruction in the world.
Mr Putin said he hoped that North Korea would return to the negotiating table and instructed the Russian Foreign Ministry to hold the appropriate consultations in the UN Security Council.
