President Vladimir Putin signed the Federal Constitutional Law clarifying the powers of the Russian Federation Human Rights Ombudsman

According to the Federal Constitutional Law, in cases of gross or mass-scale violations of human rights and civil liberties guaranteed by the Russian Constitution, the Human Rights Ombudsman is empowered to propose to the State Duma that it establish a parliamentary commission of inquiry into the facts and circumstances of the cases in question.

The Human Rights Ombudsman is furthermore empowered to take part in the meetings of both houses of parliament examining the final report presented by any such parliamentary commission of inquiry. The Ombudsman can also propose that the State Duma hold parliamentary hearings into violations of civil rights and liberties and can take part in these hearings.
