Vladimir Putin declared that Russia has sufficient resources for the successful development of its high-tech sector. However, the head of state also stated that domestic science is still not being used to its full potential.

The President voiced the opinion that a number of measures must be developed to successfully accomplish tasks related to increasing innovation in Russia. The measures include deepening the effective partnership between the state, academia, education and business, providing tax incentives to organisations that engage in innovative activities, creating conditions for increasing the investment appeal of the domestic high-tech sector, and helping establish major national research centres in Russia.
