President Vladimir Putin signed a federal law adopting an amendment to the Convention on the Prohibitions or Restrictions on the Use of Certain Conventional Weapons

The federal law adopts an amendment to Article 1 of the Convention on the Prohibitions or Restrictions on the Use of Certain Conventional Weapons which may be deemed to be Excessively Injurious or to have Indiscriminate Effects. The amendment was adopted in Geneva on December 21, 2001.

The convention bans or restricts the use of types of arms that cause excessive suffering and damage amongst both combatant personnel and civilian populations.

The convention and its appendices apply to both international and internal armed conflicts.

The convention and its appendices do not apply to civil disorder within countries and internal tensions such as riots and other acts of violence, because such acts are not considered to be armed conflicts.

The adoption of the amendment is in Russia’s national interests and promotes the further development of international humanitarian law.
