President Vladimir Putin signed the Federal Law on Ratification of the Agreement between the Russian Federation and Georgia on the Timetable, Procedures for the Temporary Functioning, and Withdrawal of Russian Military Bases and other Military Facilities of the Russian Armed Forces Group in the Trans-Caucasus located on the Territory of Georgia

October 26, 2006

The federal law ratifies the Agreement between the Russian Federation and Georgia on the Timetable, Procedures for the Temporary Functioning, and Withdrawal of Russian Military Bases and other Military Facilities of the Russian Armed Forces Group in the Trans-Caucasus located on the Territory of Georgia, signed on March 31, 2006, in Sochi (hereafter referred to as the Agreement).

The Agreement regulates the withdrawal, by the end of 2008, of Russian military bases and other military facilities of the Russian Armed Forces Group in the Trans-Caucasus located on Georgian territory, and sets out the timetable and procedures for their temporary functioning for the period of the Agreement’s effect – until December 31, 2008.

The Agreement also defines the legal status of the military and civilian personnel at the Russian military bases (facilities) and their family members for the period of the Agreement’s effect – until December 31, 2008 – and the procedures for their withdrawal from Georgian territory within the set deadlines.

In accordance with sub-point G of Article 15 of the Federal Law on International Agreements of the Russian Federation, the present Agreement had to go through the ratification procedure because it concerns issues related to the Russian Federation’s defence capability.
