The President sent a message of greetings to the participants of the XVIth Ibero-American Summit that is taking place in Montevideo, Uruguay

November 4, 2006

The message reads, in particular:

“I am glad to welcome the participants of your representative and authoritative forum, one that Russia considers to be an important mechanism in interregional dialogue and cooperation and that helps strengthen the principles and practices of multilateral cooperation.

Our country and the states of the Ibero-American Summit fruitfully cooperate on key themes on the international agenda. This includes a global system formed under the aegis of the UN, based on the principles of international law, strengthening multilateral institutes, as well as fighting against the new threats and challenges of the present day. First and foremost, I shall note the substantial dialogue on issues with respect to world energy security, ensuring steady development and overcoming poverty.

The issue of migration, selected as one of the Summit’s central themes, has an increasingly important significance for our country. We support strengthening international cooperation in this sphere and generally increasing order in migratory processes while giving all due respect to state sovereignty and human rights. We are ready to engage in all-around and constructive dialogue on these subjects.

Russia is interested in gradually developing cooperation with the Ibero-American community in the interests of a safer and more stable world, and in the interests of general economic and social progress.”
